Since the signing our Final and Self-government Agreements in 1993, the TTC has taken responsibility for many programs and services from the Government of Canada.   They cover a broad range of programs and services including health, social, culture, post-secondary education and governance.

Financial Transfer Agreement 

This Agreement establishes a schedule of payments to be made by the federal government to the Teslin Tlingit Council. These funds include treaty implementation, programs and services taken over by the First Nation, governance, as well as the Administration of Justice. These agreements are renegotiated every five years.

Significant progress was made when the federal government finally acknowledged classification of self-governing First Nations’ salaries at the same wage scale as the Yukon Government.

Negotiated Programs and Services

The TTC provides equal access to federal programs it manages to their Status and Non-Status Citizens. The TTC manages programs with an ongoing shortfall since Canada only provides funding for Status Indians. It is important that TTC Citizens who are Status Indians register officially with Indigenous and Northern Affairs Canada.  This will enable the TTC to access the funding to offset the costs of these programs.

Administration of Justice Agreement

On February 21, 2011, the Teslin Tlingit Council signed a historic Administration of Justice Agreement with the Government of Canada and Government of Yukon.  The Agreement recognizes the Teslin Tlingit Council’s jurisdiction to administer justice within its Traditional Territory.

The main features of the Agreement include the power to impose penalties for violations of the Teslin Tlingit Council legislation; appoint individuals to enforce and prosecute violations of these laws; and establish a Peacemaker Court to adjudicate violations and to reconsider decisions made by the Teslin Tlingit Council's government officials or administrative bodies.

The Teslin Tlingit General Council enacted the Peacemaker Court and Justice Council Act on November 24, 2011 resulting in the establishment of the Teslin Tlingit Peacemaker Court and clarifying the Teslin Tlingit Justice Council’s responsibilities as they relate to the Peacemaker Court.
