The Lands and Resources Department is responsible for monitoring all activities within Teslin Tlingit Traditional Territory to ensure sustainable land use for the benefit of present and future generations.

Teslin Tlingit Traditional Territory covers 27,275 km2 in Yukon Territory and approximately 10,000 km2 in British Columbia. Through the Final Agreement, Teslin Tlingit Council (TTC) retained title of 2395.74 km2 of Settlement Lands. Permits are required for all developments on TTC Settlement Lands, and all proponents of industrial activities within Traditional Territory should first contact the Lands and Resources Department. 

The Teslin Tlingit Lands and Resource Act (TTLRA) deals with many aspects of Settlement Land management: administration (how TTC makes decisions about Settlement Land), rights in and to land and resources, planning and development, and enforcement. 

The TTLRA also provides a Framework for the management and administration of TTC Aboriginal Title land, one of the ways TTC will exercise its authority in BC.

Since the TTLRA was enacted in July 2016, regulations have been developed.  to clearly lay out what rights need to be in place (and authorizations granted) before any person can possess, occupy, use or develop settlement land.

Project Proponents

The Lands and Resources Department has the responsibility of monitoring industrial activities taking place within Teslin Tlingit Traditional Territory in the Yukon and British Columbia. All project proponents are asked to contact the Lands and Resources Department before beginning a project within Traditional Territory; this will enable us to build a positive working relationship with proponents.

Permitting

Both TTC Citizens and non-Citizens require permits to develop Settlement Lands. Permits are issued or renewed for terms not exceeding three years, and are subject to terms set by the Director of Lands and Resources. Environmental assessment (YESAA)

The Lands and Resources Department makes submissions to the Yukon Socio-Economic Assessment Board (YESAB) for all projects that take place within Traditional Territory. This is an important step to ensure TTC’s interests are known and understood by regulators and the broader community. The Yukon and Socio-Economic Assessment Act (YESAA) is a critical component of the Final Agreement (Chapter 12).

Environmental Assessments on Settlement Land

The environmental assessment of a project on Settlement Land may be required by the Lands and Resources Department at the Director’s discretion. Some activities will always require assessment under the YESAA. Please contact the Lands and Resources Department or call 867-390-2532 ext. 373
